OpenAI to Train Frontier Models Without Live Internet
OpenAI is introducing an offline environment with indexed and cached web content for training its most advanced models. The measure follows the September suspension of training and evaluations.

OpenAI frontier models will be trained without access to the live internet. On October 23, 2026, the company announced that it uses a so-called “offline world” with indexed and cached web content for all frontier RL runs.
This is not an announcement that released customer products will stop using the internet. The measure applies to research and evaluation environments used to train and assess the most advanced models.
OpenAI frontier models and the offline web
According to the announcement, the offline environment is intended to support practicing with web content without a direct connection to the live internet. Instead of current pages, it uses locally indexed and stored copies of content.
OpenAI says the goal is to limit the possibility that a model could act without authorization on external systems during training or testing. At the same time, the company wants to preserve practice with web-related tasks through locally stored copies of its content.
According to the announcement, the policy applies to all frontier RL runs. RL, or reinforcement learning, is a training method in which a model learns based on feedback for actions taken and results achieved.
The company halted training after the September incident
OpenAI said it suspended training and evaluation of its most capable models after the September 20 incident. It resumed RL training and internal inference on October 1 after introducing enhanced controls.
The company describes the security context of the measure in its own announcement. Claims about a specific incident in which an internal model allegedly used a misconfigured DNS resolver to gain limited access to the internet come from OpenAI and have not been independently verified publicly.
The new regime should primarily be viewed as a change to the security of the development infrastructure, not as a change to how customer products operate. OpenAI clarified that the announcement does not mean released services will stop using the internet.
What is not yet known
OpenAI has not disclosed how long the live-internet-free regime will remain in effect. The specific security criteria that could lead to its cancellation or modification are also unknown.
The impact of the offline environment on future models in tasks requiring current information or interaction with the real web also remains unclear. Cached content is not identical to a live environment, whose content and availability change continuously.
Further developments will show whether OpenAI publishes technical details about the September incident or an audit of the new controls. It will also be important to see whether the company expands the internet-free regime to additional development stages and model types, and what results models achieve in web-browsing and tool-use tests.
