Ukraine Reports Restoration of Original Starlink and Starshield Speeds

Ukraine’s Ministry of Defense said its monitoring systems recorded the restoration of the operating speeds of Starlink and Starshield services. A technical explanation for the previous restrictions is not yet public.

Starlink restoration in Ukraine was announced by the Ministry of Defense on October 24. The ministry said its monitoring systems recorded the return of the operating speeds of Starlink and Starshield services after previous restrictions. According to the ministry, connectivity remains stable even at speeds above 400 km/h.

President Volodymyr Zelenskyy said the same day that the services were again operating at the speeds they had before the restrictions. According to Ukrainian authorities, restoring connectivity is important for communications at the front, logistics and the operation of unmanned systems.

Ukrainian authorities confirmed Starlink restoration

In its announcement, the Ministry of Defense did not provide technical parameters for the service’s return or the scope of the previous restrictions. The published information is based on the ministry’s monitoring and refers to restored operating speeds for both Starlink and Starshield.

Zelenskyy also said that the services were operating at the speeds they had before the restrictions. Ukrainian authorities continue to monitor the service.

The Associated Press reported that Elon Musk acknowledged restricting the Starlink service. AP linked it to disruption of Ukrainian operations dependent on satellite communications. Separate technical confirmation from SpaceX is not available.

No public explanation for the restrictions

SpaceX has not published a technical explanation for the previous restrictions reported by Ukraine’s Ministry of Defense. It is therefore not independently verifiable how many terminals or which specific functions were affected.

It is likewise unconfirmed what caused the subsequent restoration of speeds or whether the current status will be permanent. The announcement of stable connectivity at speeds above 400 km/h is significant for using connectivity while in motion, but it does not provide an independently verifiable scope of the restored service.

Commercial infrastructure in an operational environment

The case highlights the operational dependence of armed forces on commercial satellite infrastructure. Changes to its rules or configuration may affect military capabilities without a public technical explanation.

What to watch next

  • whether SpaceX or U.S. authorities publish a technical or contractual explanation for the previous restrictions,
  • whether Ukrainian monitoring confirms service stability in the following days,
  • whether the terms of use for Starlink and Starshield by Ukrainian military units are published.
