Qivalis announces EMI authorization from the Dutch central bank
Qivalis said it received DNB authorization to operate as an electronic money institution. It plans to issue its euro token in the coming months, but must first meet MiCA requirements for the specific issuance.

On October 14, the Qivalis project announced that it had received a Qivalis EMI authorization from the Dutch central bank, De Nederlandsche Bank (DNB). According to the company, authorization as an electronic money institution allows it to issue euro electronic money tokens (EMTs). It plans to issue the token in the coming months.
The announcement was also reported independently by CoinDesk and Cinco Días. However, at the time of verification, no separate Qivalis entry or direct regulator announcement regarding this authorization could be found in DNB’s searchable public register.
What the Qivalis EMI authorization means
An EMI is an institution authorized to issue electronic money. In Qivalis’s case, this is intended to be the basic licensing step for issuing a euro EMT, a crypto-asset linked to the value of the euro. Qivalis says it will issue the token only after meeting the applicable requirements of the European MiCA regulation.
These requirements are also expected to include publishing a white paper. The EMI license alone therefore does not confirm that a specific issuance already meets all MiCA conditions or that the token is available to users.
The token has not yet been issued
Qivalis has not announced an exact launch date, blockchain network or final distribution scope. The specific reserve parameters, token redemption mechanism and holder-protection measures also remain unknown. The planned white paper and other issuance documents should clarify this information.
As of October 14, the Qivalis website still contained an older notice from October 5 stating that the company had only applied for authorization. This information is not proof of a rejection, but it suggests that the company website may not have been updated on the day of the announcement.
Why the step matters
Qivalis is a project supported by European banks, and its planned euro stablecoin could expand the range of regulated tools for on-chain payments and settlement. At present, however, this is an announced regulatory step, not an operating product or investment recommendation.
The next important developments will be whether Qivalis appears in the DNB public register or whether the regulator issues its own statement. Further milestones will include publication of the MiCA white paper, the issuance terms and the actual date the token is launched on the market.
