Anthropic Updates Claude Rules for Campaigns, High-Risk Decisions and Hardware

Anthropic’s updated policy for Claude takes effect on November 12, 2026. It introduces more precise restrictions on deceptive campaigns, surveillance, high-risk recommendations and systems connected to physical hardware.

Anthropic’s updated policy for Claude is receiving a new version, which the company announced on October 8, 2026, and which is set to take effect on November 12, 2026. The rules expand and clarify limits on using the model for deceptive campaigns, surveillance, sensitive decisions and connections between AI and hardware capable of causing injury.

The change applies to Claude.ai, Claude Code, the API, cloud partners and products integrating Claude. In practice, it may particularly affect companies using AI agents, systems with physical devices and tools for healthcare, finance, law or employment.

Anthropic’s Claude policy bans inauthentic activity

The policy now includes a separate ban on deceptive campaigns and inauthentic activity. This includes networks of fake accounts, astroturfing and building or operating infrastructure for coordinated inauthentic behavior.

Anthropic has also lifted its blanket ban on personalized targeting in elections and campaigns. However, it continues to prohibit deceiving voters, manipulation and misuse of personal data. The new wording therefore distinguishes personalization itself from prohibited forms of inauthentic or manipulative conduct.

More precise limits on surveillance, weapons and criminal proceedings

The company has clarified restrictions on using Claude in the development or operation of weapons systems. The rules also prohibit surveilling people without their consent and using the model in decisions in criminal proceedings.

For high-risk recommendations — for example, in healthcare, legal services, finance or employment — the policy requires qualified human oversight. The affected person must also be informed that AI was used in making the decision or recommendation.

This is a specific condition for using Claude in workflows where a system’s recommendation may affect a person’s sensitive situation.

Requirements for AI connected to physical hardware

A separate section covers systems in which models are connected to hardware capable of causing injury. For such deployments, the policy requires the possibility of intervention by a qualified operator. The device must also have a safe state in case the connection is lost.

This provision concerns scenarios in which Claude is not merely a tool for creating text or analysis, but part of controlling or influencing a physical device.

Claude may end abusive conversations

The updated policy also prohibits prolonged, purposeless cruel or abusive behavior toward models. Anthropic says that the primary measure in such rare conversations will remain allowing Claude to end the interaction.

The company also claims that several changes primarily clarify existing rules. However, publicly available materials cannot fully determine which specific practices will be assessed more strictly after November 12 than before.

What comes next

Until the rules take effect, it remains to be seen how Anthropic will explain their enforcement and whether it will announce a transition period. It has not yet been independently verified how often the company will enforce the new provisions, how many accounts they will affect or what penalties it will apply in individual cases.

Responses from organizations using Claude in regulated fields or robotics will also be important. Publicly documented cases of enforcing the rules on deceptive campaigns, surveillance or agent misuse remain to be seen.
