U.S. Sanctions A7 Network as FinCEN Proposes Restrictions on Subagent Transfers

The U.S. Department of the Treasury designated A7 Network as a significant transnational criminal organization. FinCEN also proposed a rule targeting transfers involving the network’s subagents.

A7 Network sanctions: The U.S. Department of the Treasury announced sanctions against A7 Network on October 1, 2026. According to the Treasury Department, A7 Network is a shadow financial network with ties to Russia. Treasury claims that Iranian entities also used it to evade sanctions. These are findings and allegations by a U.S. agency; the available materials do not contain independent judicial confirmation of these claims.

A7 Network sanctions are already in effect, while the FinCEN proposal is not yet final

Designation on the sanctions list means the blocking of A7 Network’s property and property interests that fall under U.S. jurisdiction or are owned or controlled by U.S. persons. Without appropriate authorization, U.S. persons generally may not conduct transactions with the sanctioned network.

FinCEN, a Treasury Department bureau focused on combating financial crime, also issued a proposal for a so-called special measure. If adopted, it would prohibit certain transfers of funds in transactions involving foreign subagents of A7 Network.

It is important to distinguish between the two steps. The network’s sanctions status is an effective OFAC measure, while the transfer restriction proposed by FinCEN is not a final rule. It has not been confirmed when or in precisely what form the agency may adopt it.

A7A5 ruble token in Treasury materials

The Treasury Department’s announcement also mentions the A7A5 ruble token. According to Treasury, it is a blocked token issued by Old Vector LLC, which OFAC sanctioned earlier.

Treasury states that, according to the network’s own claim, it processed more than 7.5 trillion rubles through January 2026. The U.S. agency converted this amount to $91.5 billion. This figure is a claim attributed to the network in Treasury materials, not an independently verified transaction volume.

In connection with the network, U.S. agencies also cite suspicions of activities linked to sanctions evasion, Iranian payments, and North Korean hacking groups. These claims remain Treasury’s position as part of the sanctions process.

FinCEN also issued an alert for financial institutions

Alongside the proposed rule, FinCEN issued an alert for financial institutions. The document contains indicators of potentially suspicious activity connected to A7 Network. For banks, payment companies, exchanges, and other financial intermediaries, it is significant that the alert was issued on the same day as the sanctions.

The coordinated action by OFAC and FinCEN therefore concerns not only the network itself, but also payment channels and intermediaries that may be linked to it. Following publication in the Federal Register, the FinCEN proposal is expected to open a 30-day comment period.

The next steps will be to monitor the wording of the proposal after publication, any comments, and FinCEN’s decision on the final rule. The responses of crypto exchanges and other financial service providers to A7 Network’s sanctions status and the risk indicators published by the regulator will also be relevant.
