Ethereum Foundation Targets Post-Quantum L1 Resilience by 2029

Ethereum Foundation’s Protocol cluster has set an internal goal of preparing Ethereum L1 for post-quantum threats by December 2029. However, this is not a binding schedule for the entire network.

Ethereum’s post-quantum resilience is set to become a development priority in the coming years, according to the Ethereum Foundation Protocol cluster. On September 7, the team said it is targeting resilience for the Ethereum mainnet across the execution, consensus and data layers by December 2029. The Foundation also emphasizes that it does not currently consider a cryptographically relevant quantum computer an immediate threat.

The announced date is the Protocol cluster’s own goal, not an approved protocol commitment for the entire network. Ethereum makes decisions through open community processes, including All Core Devs meetings, where client teams and protocol change proposals are coordinated.

Ethereum’s post-quantum resilience across layers

Quantum computers could, with sufficient performance, undermine some cryptographic primitives used today, including signature schemes. For Ethereum, this is therefore not just a matter of replacing a single algorithm. The change affects wallets and accounts, validators, and the network’s data layer.

The Protocol cluster wants to keep its goal unchanged at least until January 2027. It then plans to reassess quantum-computer development with external experts. The Foundation uses 2030 as a conservative planning assumption for the so-called Q-day—the point at which a quantum computer could practically threaten Ethereum’s current cryptography. However, this is not a prediction of such a date, which remains unknown.

The announcement is significant mainly because, according to the Foundation, post-quantum migration is moving from long-term research into the priorities of planned hard forks. Achieving the goal would require parallel development, client testing and broader community agreement on specific changes.

Hegotá is intended to prepare the migration mechanism

The planned Hegotá upgrade is not intended to be a post-quantum fork by itself. An important part of it is expected to be EIP-8141, titled Frame Transactions. According to the Foundation, it is intended to create a native account abstraction that would allow signature schemes to be changed without requiring a hard fork for every new algorithm.

Such a mechanism is intended to create a path to post-quantum signatures and the gradual retirement of secp256k1 keys. However, the specific technical parameters for full protection have not yet been finalized. Developers are also still working out the order of future forks designated K* and L*.

The Foundation also describes a minimum post-quantum milestone, J*. It is intended to function as a temporary solution with reduced guarantees that have not yet been defined. Full post-quantum resilience for Ethereum is planned only for a later milestone, not this minimum mode.

What has not yet been decided

The stated goal does not mean that all necessary changes already have the form of approved EIPs or a fixed deployment date. The Foundation itself states that it does not determine the direction of protocol upgrades independently. The key question will be whether its priorities become implemented proposals and subsequently part of specific hard-fork scopes.

Attention will focus on the progress of EIP-8141, EIP-8365 and the components of post-quantum milestones I* through L* through prototypes, devnets and security audits. Another milestone will be the January 2027 reassessment, after which the schedule and the definition of the minimum post-quantum mode could change.

For users, the announcement does not confirm a current attack or indicate a need for immediate action involving their wallets. It is advance planning for a wide-ranging migration of cryptographic mechanisms ahead of a threat whose practical timeline is unknown.
